rotation tool for rotating arrow control at design time?

I need help making a custom control.

How do I make available at design time UI tools for the control itself?

These UI tools would show up at design time but would not be available at runtime.

    The little grey circle with the red dot is a rotation tool that ONLY appears at DESIGN does not show up at runtime.
