Granting a user specific rights. Install appliations and create new users.

I have a help desk user starting. I want to grant him access to install software on domain computers and create new users. Other than that i want his access to be very limited. Whats the best way to go about doing this?

Use delegation (from  active directory users and computers --> delegation of control wizard): this way you can give him the right to create new users in a designated Organizational Unit (or domain if it is the case).
The same method works for software distribution, if you delegate the right to manage group policies used for centralized deployment of approved software.
If instead, you don't deploy software using active directory, you'll have to use scripting or make him a local administrator for your computers.
