PHP module will not load

I am running Apache 1.3.33 on a Windows 2000 Server with PHP 4.3.11
For some reason after loading the following lines into the httpd.conf file I get the following error:

LoadModule php4_module "c:/php/sapi/php4apache.dll"
AddType application/x-httpd-php .php
SetEnv PHPRC C:/php

The Apache service named C:\Program Files\Apache Group\Apache\Apache.exe reported the following error:
>>> Cannot load c:/php/sapi/php4apache.dll into server: (126) The specified module could not be found: <<<
 before the error.log file could be opened.

The file does exist in the location specified.

    Have you tried copying the dll to the main php folder as specified in the manual?

    It needs to be copied from the sapi directory to the main directory.

    # Add to the end of the LoadModule section
    # Don't forget to copy this file from the sapi directory!
    LoadModule php4_module "C:/php/php4apache.dll"

    # Add to the end of the AddModule section
    AddModule mod_php4.c

    I missed that, I am more used to running Apache 2 and PHP 4, where you need to copy the php4ts.dll to the SAPI directory, otherwise you get the same error.
