Windows XP Pro hangs at "Applying computer settings..."

Any idea why this is happening?

I booted ok in safe mode, made sure there were no viruses or foreign serices starting. No apps that could be causing this.

Any ideas to direct me how to fix this problem would be greatly appreciated.

I am running Windows XP PRO SP2.

I would use msconfig to see what programs are starting up with XP, uncheck anything that looks iffy.
Start > run > msconfig
