How can I find out who is "behind" an IP address?

I know that it is possible to trace the IP address back to a user or a service provider, but how?

What tools do I need to use and how?

Actually the Public IP addresses/Valid IP addresses are provided by few independent organizations which are ARIN,APNIC&RIPE.
So all you need to do is just point your browser to these sites and query the database...
There are some sites which can do independent of these *NICs...For example www.network-monitor.com
for ARIN,APNIC you can refer to www.arin.net www.apnic.net
