Setup cannot continue because some files are out of date (appears to be wininet.dll)

I have written a program in VB 6.0.  I have packaged it using setup and deploy.  When I attemp to install in on the intended computers, I get message stating: Setup cannot continue because some files are out of date on your system.  Click OK in you would like setup to update these for you know...  I click OK which usually works well on other programs, but for some reason on this program it keeps coming up witht he same message time after time.  Behind the message is a window that reads: Coping files please stand by. Processing wininet.dll. (1 of 1)  How can I force this setup to continue?  Why isn't it updating the file(s) it needs to?  What is going on here?  Any ideas would be greatly appreciated.

    I think this is a service pack issue.  Download the latest Visual Studio service pack and recompile your program then try again

    Also install the lastest OS service pack before recompiling your program

    You might not even need wininet.dll when you ship your is already on the operating systems.

    try by changing destination directory of those dlls which make problem to application directory rather than system directory
