If you're wanting the BEST, check out ECora (http://www.ecora.com) it complies with all major mandated compliance issues... and the reporting functionality is sweet!

NetIQ's not to bad, but I'm not really fond of their interface: http://www.netiq.com/products/dsa/default.asp

If you're a do-it-yourself-er there's built in auditing:  http://support.microsoft.com/default.aspx?scid=kb;en-us;814595

Or ActiveAdministrator is on the lower end:  http://www.amtsoftware.com/Active-Administrator/

Yes I figured out the do-it-yourself option but I could not find a easy way to report off of this and we are now looking to fulfill the compliance issues. So your best suggestion would be the ecora then?

Thanks,
