Restrict viewing Active DIrectory personal information.

Our servers are Windows Server 2003 and Exchange 2003 is the email system. We keep HR information in Active Directory users and computers (address, home phone, cell etc.) We recently had an incident where a former employee recorded that information from the address book and started harrassing our staff. Is there a way to restrict viewing personal data in exchange? I would hate to have to start removing all that data from ADU&C just because of one person. Hiding people from address lists is not an option btw. I just want to only allow management to view that data everyone else should been able to see the business address and phone information even if they add the person to their personal contacts.
