License Service  event 213

I have several Windows 2000 servers that are getting flooded with event ID 213 License Service. I have checked various microsoft articles including 296681 and made sure all my servers show the correct time. So many errors are logged that it is slowing our network.
The error is as follows
Replication of license information failed because the logging license service on server XXXXX could not be contacted.
The service is running on both domain controllers. I have stopped and restarted the service with the same results.

    Microsoft acknowledges that the license logging service isn't really doing what it should; by default, it's even disabled on Server 2003.
    The say that you can safely disable it (on all servers, not just the DCs) in most environments; have a look here:
