setting up vpn using small business server 2003

I have tried to setup a vpn using my sbs 2003.  My network is setup as a modem that connects to the server.  The server's other nic connects to a switch and then a router.  My first question is can I can set up another subnet on the router to test the vpn connection?  And the second question is does vpn use certificates; if so could you point me in a direction of help files.

does vpn use certificates? Yes

You don't need to use certificates... It makes it a lot harder setting up, it also make harder for the clients.
