Creating Scroll Bars with frames in Dreamweaver

I hate using frames pages.  But my customer wants to create a frames photo album just like this site:

This is my frame page that I am starting:

How do I create scroll bars like the first website in Dreamweaver?

Get rid of 'scrolling="NO" ' in . . .
