I am trying to start the SQL Server Agent in Enterprise manager but am getting an Error 5 - (Access is Denied) occured while performing this service operation on the SQLServerAgent service.

Do I have to start this service at the server? I am trying to start it at my workstation. Thanks!

If your SQL Server in Enterprise Manager is connecting using SQL Server Authentication or if you are using a Windows account which is not a system administrator of your SQL Server machine, you get this error.  Given this, you have to start the service at the server.
