Hide or deactivate the Create and Action menu items

Is there a way to either hide or deactivate the Create and Action Menu items - if the user is inside the database

I dont want the user to be in a document and go to the top menu and choose Create memo ...ETC
If they are in the database I want them to have to use my action buttons I have created for them?

You can change the form's Display property and uncheck the Include in Menu option

Im refering to the system commands in the Action Menu - the ones that are always present while in Notes - not the actions I have programmed. It may not be possible

In R6 you can just delete the Actions items from the actions list in any View.  Those actions are the Edit Document, Forward, etc.  However, you can't do that in R5, I believe.
