How to remove client licenses

We have Windows 2003 Server with 85 per user client licenses. We have a lot of employees that come and go, so we have to keep deleting and adding accounts. However, it seems that when I try to revoke a license (this is the only way I know how to lower the number of licenses being used), it will be removed, but after a while I will check again and it will have added those accounts to the number of current licenses being used. And this is after I have deleted the accounts from Active Directory. Is there some other way to delete licenses being used by deleted accounts?

    There are two ways around this.
    You can reset the license information completely:

    Or you can, since Microsoft acknowledges that the license logging service isn't really doing what it should, simply disable the LLS on your servers (which doesn't relieve you from the need to have the proper amount of licenses, though):
