MS Outlook interfers with XP Shutdow

I am running XP Pro SP2

If MS Outlook is open and I select to shutdown or restart I get a message saying

"Please close all Microsoft Office applications before shutting down the system"

This didn't always happen. How can I prevent this?

Close outlook prior to shutting down.

You have to close all MS OFFICE applications prior to shutting down, means just that, you have to.
