make sure that the ports are open on your FTP server's router/firewall?

Please note, ftp is NOT the same as file sharing or sharing a folder.

Can you access the ftp server from the PC it is running on?  That is on the PC you have installed the ftp server software on can you enter "ftp localhost" from a command prompt and get prompted for a userid and password?

If you can access the ftp server from your PC, then you need to make sure that the other PC can access yours.  First start with a simple ping "your ip address".  If ping does not work, then most likely either your comptuer or something between your comptuer and the other computer has a firewall up.

1) What OS ?
2) The firewall where FTP server resides MUST have PERMIT attribute for 21 TCP and 20 TCP/UDP ports.
3) The permisions on the forders tree ( from FTP Root, downwards ) must be set in acordance with your desire ( anonymous permisions, read/write permisions, authentications modes, etc.)

I took a look at:

http://www.windowsitpro.com/Articles/Index.cfm?ArticleID=14486&DisplayTab=Article

and although it is interesting, I tried and it did not work.  The first thing I noticed is that it states you must be running NETBEUI and TCP/IP.  I do not think there are to many people running NETBEUI today.  Second thing is, you are still using NETBIOS command to attempt to share the files.  NET VIEW and NET USE will not use ftp ports, they will use NETBIOS ports.

Now if you had a ftp server that was running NetBIOS, this would work, but it would work not because it was an FTP server, but because it was a NETBIOS box.  I would also assume that it was running file sharing software.
