Automatically generate custom API Specification

I have an API. I wish to produce some Documentation for it, with the same layout, etc, of the official Java API Spec (for example:

I've seen this same layout used for quite a lot of developers custom APIs, and thus, I'm guessing there's an application which parses the API into a Documentation like this?
If so, can you link me to where I can get it please?

    Remember those urls i posted for the tooldoc yesterday? Put javadoc.html on the end of the 1.4 one. That's what you need
