you have some spyware on your computer

you need to run spybot from http://www.safer-networking.org/en/mirrors/index.html
then addaware from http://www.lavasoftusa.com/software/adaware/
next use hijack this http://www.majorgeeks.com/download3155.html
save the log and post it to http://www.hijackthis.de/index.php?langselect=english
then scroll down where you will see a Save Analysis button, hit it and it will save your Log Analysis (for a period of three days), then copy the link of that page and paste it here
Sounds like some settings are messed up.

Have you installed any new hardware/drivers lately, if so see if you can download an updated driver.

Did this happen recently, can you do a system restore to take it back to a point before the error.

Do you have all Microsoft updates.

Check for spyware and viruses.

If all else fails you can always slap your XP cd back in and install XP over the top of your existing installation to repair/replace bad files
