New WinXP Build, VGA Screech, Windows Progs Missing

I'M WORKING UP A FULL NEW GAMING BUILD WITH ALL NEW PARTS. SEVERAL PROBLEMS AND SYMPTOMS ARE UN-RESOLVED. YOUR HELP IS APPRECIATED.
THE SPECS...
CHAINTECH ZNF3-150 MAINBOARD
ATHLON64 3000+ CPU
CORSAIR DDR400 PC3200 512 RAM X 2
XFS GFORCE 6800 GT 256/256 VGA
NEC 3520A DVD-RW
450 WATT PS
200GB WDIGITAL EIDE HDD
PCI FIREWIRE, MODEM &, SOUND CARDS
THE SETUP...
CPU AT 2000MHZ, RAM AT 333 MHZ
WIN XP PRO WITH SP1 UPDATES
LATEST VIA DRIVERS AND BIOS

THE MAIN PROBLEMS...
1. IF I TRY TO RUN SYSTEM WITH THE XFS VIDEO CARD, ON BOOT A CONTINUOUS LOUD SCREECH OR WHISTLE OCCURS. THIS IS NOT A REGULAR BIOS BEEP. IF YOU LEAVE THE CARD OUT YOU GET THE AWARD BIOS BEEP OF ONE LONG AND 3 SHORT...OK. NOW I'M USING A CHEAP ATI VGA WITH NO TROUBLE FROM START. HAVE SEARCHED NET FOR THE RESOLUTION AND XFS, BUT AS USUAL MOST ALL MANUFACTURERS ARE PAINFULLY SLOW AND INCOMPLETE IN ANY ANSWERS. THIS IS A SHAME AS THIS CARD ALONE IS $400+ RETAIL AND WHOLE SYSTEM WILL RUN CUSTOMER $1500. NEED TO TRY A FEW THINGS BEFORE RMA...ANY IDEAS?

2. EVEN THOUGH I'VE ADDED ALL XP's COMPONENTS I'VE FOUND THAT THE WINDOWS NOTEPAD AND THE SYSTEM INFORMATION PROGS UNDER ACCESORIES DO NOT WORK AND THERE MAY BE MORE WINDOWS COMPONENTS ALSO NOT WORKING..WHY?

YOUR HELP OR IDEAS ON ANYONE OF THE 4 PROBLEMS IS APPRECIATED...THANKS!!

I'm guessing this is an XFX card, not XFS, right?  That is a very power hungry card, so did you connect the extra power cord to it?  I would also try it on another motherboard, because there is the possibility of incompatability between the video card and motherboard.

Did you notice an error messages on installation?  If it didn't do a complete error-free install, you may see the symptoms described.

Callandor...
 I see someone has been there and done that....and is not sleeping..Great Answer..it was the power cord! I never saw that jack on the board, and even double checking the two manuals ..yes it is XFX.. they never mention at all nor is it shown on their drawings to put in a 5V plug, just like a drive! That saved me possibly RMa'ing a perfectly good board. Speaking of which I got a 474.5 Passmark score on the second test with this new machine.

Now I'm going to increase the points so I can give you the 125 and still have some left to get me an answer why I cant get the XP progs of Notepad, Sys info, and Help to work, OK?

That's ok with me.

Regarding the Notepad, Sysinfo and Help, those are OS problems which you may get more help with if you post a 20-pt link question in the WinXP TA and put in a reference to this question.
