Outlook 98 on Windows XP delay receiving email

I have a client that has Outlook 98 on Windows XP which connect to an Exchange 5.5 server. The problem is that new emails don't show up in the inbox unless you force it to refresh by either scrolling or changing folders and then coming back to the inbox.

any ideas?

    XP SP2 with the firewall enabled?

    Then add Outlook.exe to the firewall's execption list.
