if your domain isn't win2k3, you can't use the -inactive switch.  See http://www.windowsitpro.com/Forums/messageview.cfm?catid=43&threadid=64342&STARTPAGE=1#388429 for further detail.

The domain was operating at 2000 mixed mode,
Made the switch to raise to 2K3 and issue solved.

Thanks alimu for the nudge in the right direction :)
