Information on live outages

where can we find information on live network outages. Is there such a place that reports outages such as Frames or Down Circuits?

Usually, the individual provider of the service has a network weather center.  

Are you talking about on the Internet?  Something like this?  http://www.internettrafficreport.com/main.htm

A number of the interchange points and tier 1 ISPs on the net also publish statistics, e.g. http://www.mae.net, http://www.sprint.net etc.

You might google for "Looking Glass" - that's a common package used to present the data, e.g.:  http://oxide.sprintlink.net/cgi-bin/glass.pl

But your best bet is to try CAIDA: http://www.caida.org (Cooperative Association for Internet Data Analysis).
