More information would be helpful.  How far along does the system get in the boot process?  Does it give any error messages?

in safe mode, goes up to Mup.sys, otherwise in normal mode, see the winxp logo, but after doing a drive scan, get blue screen of death and then resets...

What is the bugcheck code of your blue screen. If it is 0A, 50 or 8E, reseat the memory stick to another slot.

error: config_list failed?

Although I hesitate to say that the Mup.sys file is at fault (I believe it is only a low level network driver), you can use the Windows XP pro disk to boot into recovery console to replace the Mup.sys file.

Bug Check 0x73: CONFIG_LIST_FAILED
Bug Check Parameters
The following parameters are displayed on the blue screen.
1 1
2 The NT status code that led Windows to assume that it had failed to load the hive
3 The index of the hive in the hive list
4 A pointer to a UNICODE_STRING containing the filename of the hive
The registry hive in question can be either SAM, SECURITY, SOFTWARE or DEFAULT. The hive is certainly valid, since it was loaded successfully.

Examine Parameter 2 to see why the hive could not be linked in the registry tree. One common cause of this error is that Windows is out of disk space on the system drive (in which case this parameter is 0xC000017D, STATUS_NO_LOG_SPACE). Another common problem is that an attempt to allocate pool has failed (in which case this parameter is 0xC000009A, STATUS_INSUFFICIENT_RESOURCES). Other status codes must be individually investigated.

What is the value of the 2nd parameter of the Bugcheck parameter (ie NT status code)?

Sample Bugcheck code 73
STOP: 0x00000073 (0x00000001, 0xc000017d, 0x00000002, 0xfc96fcc0)
                                                 ^^^^^^^
where 0xc000017d is the nt status code which stands for STATUS_NO_LOG_SPACE
