How to give a user administrative privileges

Hi experts,

I am using MySQL 4.1 on a Windows 2003 server.
i would like to grant administrative privileges to a database user. same as the 'root' user.

i have created that user manually in the user database

Take a look at the GRANT syntax: http://dev.mysql.com/doc/mysql/en/grant.html

For example:
GRANT ALL ON *.* TO 'user'@'host' IDENTIFIED BY 'password' WITH GRANT OPTION
