Make sure all the needed class are in your war file.
should be found at either  WEB-INF/lib or WEB-INF/classes (and having the right package structure)

What does it mean to be "Always On"?

Is your cloud always on? With an Always On cloud you won't have to worry about downtime for maintenance or software application code updates, ensuring that your bottom line isn't affected.

Not able to find any files which are placed in  phone.new_app.mainmenu_items_jsp
Wrapper cannot find servlet class phone.new_app.aquamenu_items_jsp or a class it depends on
     at org.apache.catalina.core.StandardWrapper.loadServlet(StandardWrapper.java:873)

what could be the reason.

Missing classes that phone.new_app.aquamenu_items_jsp needs (or the pre-compiled jsp itself is missing).
Did you check your WAR for it?
Also check your jsp file and see which other classes it uses and make sure that they are also located in either of the two places I mentioned:
WEB-INF/lib -> should contain jar files with your classes
WEB-INF/classes  -> should contain the classes themselfs (not jared)

You can put them manually (unjar and jar again) to check if it works.
