Sharing an outlook calendar

I'm looking for a way for multiple users to view a public calendar in outlook, but I don't want to install exchange.
Is there a way to share an outlook calendar without using exchange?
Or  a way to share the pst file?

Which version of Outlook?

Outlook 2000 and earlier included a free program called Net Folders.
Newer versions require a third-party app.
