windows xp not able to burn DVDs????

how do i set windows xp pro to burn dvds?  i cannot seem to just drag and drop files onto my DVD-R like i do with CD-R.  yes i know there is software... but i dont like cluttering my system with unnecessary software... so is there a way to just use windows XP as the default DVD burning application?
it lists the DVDs as CDs with 0 bytes....
