Blocking use of bcc in reply to confidential email.

Our HR department needs to send out a confidential email that recipients will need to reply to. Is there a way to prevent anyone from being able to use the cc or especially the BCC field on the reply message. This will make sure the reply only goes to the original sender.

We are using Exchange 2003 w/Outlook XP/2003

    There is not a way to prevent the users from utilizing the CC or BCC field on their reply.  If they want to blind copy their manager, for example, then they would be able to blind copy their manager.  In addition to that, they would be able to go into their sent items and forward the message.

    Even if they filled out a web page or an Outlook form they could make screenshots of the web page and send that in.
