HTML Links in Outlook 2003

I recently upgraded to Outlook 2003. Once done, HTML will display, but any links embeded in emails will not function. Outlook gives me the following error:

"This Operations has been cancled due to restrictions in effect on this computer. Please contact your system administrator."

Being that I am the administrator of this box I have admin privillage. I have looked everywhere in the program and can not find a setting nor prefernce that will enable the links.

Can someone please tell me how to enable this as well as HTML content in email.

    First try Reseting Web Settings
    1.    Start Internet Explorer.
    2.    On the Tools menu, click Internet Options.
    3.    Click the Programs tab, and then click the Reset Web Settings button.
    4.    Under Internet programs, verify that the correct e-mail program is selected.
    5.    Click to select the Internet Explorer should check to see whether it is the default browser check box.
    6.    Click Apply, and then click OK.

    if that doesnt work then try the registyr fix

    if that too fails check the soln at ( for windows xp)

    Problem:I am trying to get into the setting "Tools", then "Internet Options" in Internet Explorer.  I get into tools, but when I click on Internet Options I get the message "This operation has been cancelled due to restrictions on this computer.  Please contact your System Administrator." My account is already an administrator account.

    Possible Solution: Your machine is infected with Spyware. I recommend using AdAware to scan for and remove all Spyware from your machine. You can edit the registry to manually remove this key as well. Delete the restriction keys manually from these locations in the registry:

    User Key: [HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
    System Key: [HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\

    Check ur systen fir spyware and adware and clean them
