very slow replication

hi experincing lots of problems which time always seems to fix.

it seems that an account change, lets say adding a users to a few groups doenst get replicated for ages (an hour in some cases,  this even to a dc in the same site

event viewer does show lots of kcc warnings, but nearly always is a "sucsess for the same error" with a second or two.

we have 12 DCs across 10 sites

2 rack mounted dl 380s for the two dc's at HQ and just a pc runnig dc software at the remote sites (15 users max)
no roaming profiles
2mb surestream links
each dc is dns wins GC and dhcp for its site

manual replication with replmon works fine.
all servers can resolve each other
did make some changes to replication, (set up a wheel config) but it was slow prior to this also.

all admin is done at hq  but even that is slow to propergate to its partner.
300 users tops mostly at hq (this network isnt live yet so very small load.

what am i missing?

    The replication you mention is not out of the normal. It depends alot on how it was setup. Perhaps it was setup to not take up much bandwidth, so it was set to replicate much slower than normal. It can be changed though...;en-us;224013
