Problem with NIS Firewall

I have a problem adding some programs to Norton Internet Security Firewall, it justs seems to freeze up when I try to add the program manually. I thought that maybe too many programs were listed so tried to delete one in Configure -> Program Control and thats just freezing up now as well. I'm running Windows XP and even End Task will not kill the frozen Norton program. I have to reboot. My workaround for the moment is to turn off the firewall. Any ideas what might be causing the program to crash when trying to add or delete a program?
