limits.conf not working ?

i edited /etc/security/limits.conf

@users hard maxlogins 2
@users hard cpu 2
@users hard memlock 102400
@users nproc nproc 15

.... it's not working .. i just started 30 bg processes ... and it let me do it  ... what did i do wrong ?
and i can log in with 3 or more sessions

is the user starting 30 bg proceses member of the netgroup users?
See /etc/netgroup

i don't have such a thing as /etc/netgroup ... i am talking about a rh9 box here ...

do you have
  session  required   pam_limits.so

in /etc/pam.d/{login,sshd}
