Windows Firewall in 2003 server

Hi

I'm running Wndows Server 2003, standard edition.

I want to diable all firewalls from control pannel. When i click it i get:

Windows Firewall
Windows firewall acnnot run because another program or service is running that might use the
network address tranlation component (Ipnat.sys)

I'm in London the box in question is in Singapore (Enterprise wide VPN mesh)

The box can surf, ping other sites / machines. I want to connect to outlook, and it's saying it can't connect. All weird, and think the FW error is related.

Any ideas?
