Try F8 instead.

If that does not work hit the F5 key continuously when the system boots.

F5 takes you directly to safe mode.

Thanks for the info. I will try all the options.I have one more query.
 How to detect the OS mode after booting.
Is there any command to know whether we are in safe/normal mode?

If you're in Safe Mode, you only have 16 color video, and it says "Safe Mode" in all 4 corners of the screen.

If you wish to have the boot menu show every time you start the computer up, and have it show for say 6 seconds before just loading normally if there is no user input, then you can add a couple of lines to your C:\MSDOS.SYS file as follows:

1. If you can't see this filein Windows Explorer, then click the "View" Menu > Folder Options, and open the View tab.  Set it to "show all files" and tell it not to hide shell extensions of known file types.  Click "Apply" to set the changes, and then open Windows Explorer again.

2. Right-Click on C:\MSDOS.SYS and choose "properties".  Untick the "Read-only" box, then click "Apply", then "OK" to close the properties box.

3. Hold the SHIFT key and Right-Click the file.  Choose "Open With" and be sure to UNTICK the box that says "always use this program to open files of this type".  Scroll down the list of programs and double-click NOTEPAD.

4. After the last row of xxxxx (;xxx......xxs), add the following lines:

BootMenu=1
BootMenuDelay=6
Bootkeys=1
Logo=0

The Logo=0 means the Win98 splash logo won't show so you can see the processes that normally show behind it.

5. Save the file, and close Notepad.

6. Reset the "read-only" property, shut down normally, and then reboot.  You will see the boot menu this time.
