Exchange Server 2003 - ForestPrep will not run

I have been trying to install Exchange Server 2003 for a while now, and have attempted many of the fixes posted in response to users having similar issues. Unfortunately, nothing has worked. I'm really not sure of what I'm doing wrong, and I inherited this network and this issue from a previous tech. Any assistance will be greatly appreciated.

I am a member of the Domain/Enterprise/Schema admin groups.

I get to the ForestPrep stage of the installation, and the following error message pops up:
  The component "Microsoft Exchange Forest Preparation" cannot be assigned the action "ForestPrep" because:
   - Either you do not have permission to update the Active Directory schema or Active Directory service is currently too
   busy.

When I try to view the schema permissions on my PDC/BDC using the MMC snap-in, I get this message:
  You only have permission to view the current security information on Schema.

I also tried transferring the FSMO roles from the PDC to the BDC, this had no effect, so I switched them back.

Many thanks for the links and quick response, ikm7176... Unfortunately, neither proved to be a solution...

While following instructions in the first link, I found that under "CN=Configuration/CN=Services/" I do not have a 'CN=Microsoft Exchange' as specified in the article.

Following is the output from the 'dcdiag /test:knowsofroleholders /v' command. It appears that my DC passes all the tests.

Exchange 2003 ForestPrep extends the Active Directory schema to include Exchange-specific classes and attributes. ForestPrep also creates the container object for the Exchange organization in Active Directory. You will not see the container untill you run the Forestprep successfully

i have a feeling that your Active directory permissions are not correct or not functioning correclty. I would recommend you to post the same question in the Windows 2003 Area.
