Error while trying to configure an Outlook 2003 profile from a remote location to Exchange 2003 server

While configuring a profile for a remote user, I get the message like this: "Exchange server cannot be contacted. It has to be online......"
telnet to the Exchange server is successful.
Even Viewer show this:
RPC call (nspiBind) to server failed with the error code (6ba) after waiting (21094) ms; eeInfo(none)
