Users allowed to Logon Windows 2000 Servers HELP

All of a sudden, my windows 2000 servers will allow regular users to TS into the servers- even when they are in Remote Administration Mode!  Group Policy has not been changed!!  Please help..

I would double check the settings in your GPOs and then check to ensure that they are being applied properly.
has there been any changes to the domain or remote access setup?

That is what it was.  What is weird though is I THOUGHT that Terminal Services will only allow login if you were an Admin.  If you DO allow login locally however, the server will let you in.
