Best path to Windows CE

What is the best path to start writing programs to run on Windows CE when accustomed to Delphi version 7

presently I have a delphi frontend client application for desktops and laptops that accesses an MS Access mdb (don't ask why it is a mdb)
The client application is used to create a set of records that require results entered for each record
The client application can currently enter the results
but I want to move the results recording on to PDA's and Smart Phones

what environment is the best to achieve this in?

simply you can't develop win ce application with Delphi

the support for PDA and smart phones may be added to next Delphi for .Net version, but I don't think with native delphi

but I trying to decide what other environment to use
Is Visual Studio / C++ the only alternative?
