Cannot install Smart Devices Emulator.msi

Every time I try to install Smart Devices Emulator.msi, I get the following message:

Devices or applications disabled
'Virtual PC/Windows CE Emulator' will cause Windows to become unstable. Windows has prevented these drivers from loading."

Microsoft recommended removing /pae from Boot.ini, but my file doesn't have /pae.

I have Microsoft Pocket PC 2003 SDK & VS 2003 installed.
i tried to disable the service that checks for .msi files but that didn't help.

Any soultions....thanks
