files not being created in asp .net -- part II

I had an original question but another issue popped up......so now I'm re-posing. :)

I'm creating an application in VS NET C#.  THe system wants me to identify the location of the web server (which is Marlin).  However whenever the server creates those files in my marlin\billy\team folder I get a

Visual Studio could not identify the version of ASP.NET on the web server.  The web server reported the following error when attempting the create the web project located at the following url:

http://marlin/billy/team 'HTTP/1.1 401 Unauthorized'

The machine I work on is different from the server in which the files will be housed.  I do have write permissions to the file as well as on the server configured so that it can run ASP .NET files.

........now part 2 to the question

I opened IIS.
and I set each of the following properties to "Allowed": "Active Server Pages", "WebDAV" and "Server Sides Includes".

I keyed in the following to re-register ASP.NET-
Need to re-register ASP.NET v1.1?
C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\aspnet_regiis -I
A Start installing ASP.Net message appeared. It ran for about 3 minutes.

Then I tried again and received this message:
"Visual Studio .NET has detected that the specified web server is not running ASP.NET version 1.1.  You will be unable to run ASP.NET web applications or services"

any more ideas why??

1. have a mapped drive to the solution.
2. change the webinfo file to point to the external site,

        How and why do I map the drive to the solution?

you mapped the drive to the solution to prevent permissions from blocking the access of the files.
to map, the good ole way
net use * \\<server_name>\<share_name> /USER:<domain_name>\<user_name> * /PERSISTENT:YES

you will be prompted to pass in your password
