No public folders in outlook 2003

Hi,
does anybody know why I don't have the " All public folders" in my outlook 2003.
I do have my personal folder.
I get all my mails through the mail server ( exchange 2003)  but can't add public folders because I simply don't have the All public folders folder.
What am I doing wrong here??

Click on the all folders icon at the bottom of the outlook bar on the left hand side.

It looks like a regular folder icon and the mouse pop up over it say's "Folder List"
