Custom Forms - Reply with same form

We are in Exchange 5.5

I have created a custom form in the public folders area. Form works fine.

However I would like to set the REPLY action so it will reply with the same form.
It will only let me select forms from the Standard Forms or Personal Forms area and not let me browse to the public folder area where the form is published.

Anyway around this.

I do not have a "Organizaton Forms" area to choose from for the reply action. I don't know if this is a Exchange 5.5 limitation or something I need to setup.
Only get Standard and Personal forms area to select from.
