Restricting the connection of non-local workstations

How can I secure the network by refusing workstations that are not authorized by the domain from using our resources?  E.G. printers, network, internet, etc.  Our network is also connected to another domain (other branches) but I want to be able to have more control on how to restrict/allow which workstations and domains are the trusted PCs.  If we have a guest wanting to logon or use our network, they would have to get authorization from the I.T staff, etc.

Please make your answer as clearly and easy to follow as possible.  Thanks in advance.

We've come to realize it's way to tough to micromanage persons coming to and fro. It gets tiring really fast. Our solution, just pay to have a dsl/cable/direct line outside in a conference room or near the common area. Hook up a router with wireless access, change the security key every week or two. When a person needs to connect, just give them the key (have wireless cards available for checkout for older laptops). This way they can vpn back into their office and everythings good. You can also just have lan cables to plug into said router for outside access.

Also it's cheap. $40-50 a month. What's that a couple hours of your time in pay?

Thanks for your reply Craylord.  We don't get a lot of guests asking to use our internet.  In fact that is fine if that is all they do.  I just want to make sure that they do not have access to our network/shared folders/printers, etc.

Also, another location will be joining the domain in a very short time and they do not have anyone monitoring their network since it is a small branch.  I would like only to allow the workstations in location B to have access to our network and not others.  That worries me more than anything else.
