Group Policy Show Clock, but Don't Change It

We're running Terminal Server 2000, and I want my users to be able to see the clock, but not change it. I know about the Change System Time, but it seems that this takes the clock completely away except for administrators. Is there anyway to keep the clock displayed, yet keep people from changing the time?

By default, users can not change system time only administrator has the highest authority to do so. What is your exact requirement?

SystmProg, right, users can't change the system time, but they can't see the clock in their taskbar either. Only administrators can right now.

CiaranDolan, is a registry hack really the only way to do this?
