Exmerge dll error

I have exchange 2000 server. I need to move  pst files to 2003 server in different forest. When I am running the exmerge that i have installed from 2000 cd I am getting dll error. I Don't know what is the problem. Can somebody help?

Place the EXMERGE.EXE file in the ...\EXCHSRVR\BIN folder.
