Acces inbox from any Internet Connection

I need to configure my Exchange Server 2000 for users can acces from any internet connection, it's work's ok when the user it's in my domain but when i use a dial up the error is bad gateway

Why not use the outlook web access feature that comes with Exchange.  OWA is the easiest way to setup remote access, and combined with SSL you have an easy setup free access to mail.

OWA is probably the best solution, though ANY Internet connection may cause a problem as some countries block content and systems from another country.  If all of this is in the same country, then definitely, OWA is the way to go.
