Access 2003 and MSDE and SQL Server 2000

Can I use Access 2003 to create a new SQL Server 2000 datafile using MSDE. Then transfer that file from MSDE to SQL Server2000.

If so what are the steps????

    Create the Access 2003 database. Then use the import tools to import it to MSDE/SQL.
