Can only Logon to server remotely and not physically to Domain Controller.

This could be a really easy question.  I would need to set this up for another admin account.  How can I set another administrator account to be able to logon only remotely to the server and not directly to it (Console).

    Goto add/remove windows components.....add teminal services application mode if win2k....choose per device mode.
    Create the account...make them a domain admin in Active Directory, and add domain admins to LOCAL administrators group on the server...

    I quite do not understand why add domain admins to the local administrators group.  Isn't that contrary to what I wanted to happen?  I want that one administrator not to be able to login locally (or Physically) to the server but only remotely using a client workstation.  I have windows 2003 server and not win2k.  Does that matter?
