Limited virtual memory error, can not log on

I have a computer running Windows 2000 witn service pack 4.  I am getting an error at login in a window that says:

Limited Virtual Memory
Your system has no paging file, or the paging file is too small.

I click OK in the window and the computer goes right back to the login screen.
i tried to log on in safe mode , i am getting the same message again. I can't login so that I can try and fix the problem.  
(i made this partition image using symantec ghost 7.0. Before i am running ghost i checked the size of the source partition  and destination disk . the source size is 10 Gb and destination size is 8.5 Gb. but i got the exact image with out any error).   The error is still there and I am still unable to login.  Do you have any suggestions on how I can get into the system to correct this problem?
