Can I add a border to an image with GDI+?

I'm trying to figure out a way to add a blank border to an existing image.  I've never used GDI+ before, but I looked through most of the help file documentation for it and didn't see anything that would help me.

Essentially what I want to do is resize an existing image, but I want to resize it by adding white space to the outer edges of the image, not by resizing the entire contents of the existing image.

If anyone knows how I can do this with GDI+ please let me know.  Alternatively, if it can't be done with GDI+ does anyone have any suggestions on what it can be done with?
